CMLTO News

The CMLTO acknowledges the vast and devastating impacts of sexual violence. For example, sexual violence impacts 1 in 3 women, and 1 in 8 men in Ontario alone. Unfortunately, the healthcare space is not exempt from sexual misconduct and violence.

As part of its mandate to protect the public, the CMLTO has developed and compiled extensive resources for both members of the public and Medical Laboratory Technologists to provide educational tools and resources about sexual abuse within the medical laboratory space. These resources include:

In addition, the CMLTO Patient Relations Committee has developed a policy on the administration of funds for therapy and counselling, which you can access here.

We invite you to consult these resources for a holistic understanding of how the CMLTO proactively protects the public through educating and supporting registrants practice. If you or anyone you know requires support because of sexual abuse, we invite you to visit the Government of Ontario website for more information about Sexual Violence itself, who is most impacted, and where to get help: Sexual violence | Ontario.ca
Following amendments made to the Regulated Health Professions Act, 1991 and the Medical Laboratory Technology Act, 1991, two potential pathways for CMLTO registration were created: the As of Right registration pathway, and the Emergency registration pathway.

The As of Right registration pathway was created to expedite the registration process for interjurisdictional practitioners (i.e., individuals practising as MLTs in another regulated province). These applicants must be registered as Practising, be in good standing with their current regulatory college, and may only work in limited practice settings. Interjurisdictional practitioners are exempt from the restricted title provision which requires MLTs to first be registered with the CMLTO prior to holding themselves out as or working as an MLT.

The following conditions must be met in order to apply for the As of Right registration pathway:

  1. They will be employed by an Ontario public hospital, the University of Ottawa Heart Institute, or a long-term care home
  2. They have completed the CMLTO online application process, including payment of the Application Assessment Fee
  3. They have obtained Professional Liability Insurance (PLI), which covers the services that they will provide in Ontario prior to practising. For more information on the CMLTO's Professional Liability Insurance requirements, click here.
  4. Lastly, As of Right applicants are required to complete the CMLTO registration process by providing supporting documents within six months. These documents must be submitted in accordance with the CMLTO Submission Guideline, which you can access here / ici
Employers are required to notify the College when they hire individuals identifying themselves as "As of Right" applicants. Employers are responsible for verifying that their employee meets the registration requirements related to conduct with the regulatory body they are currently registered with.

Interjurisdictional practitioners and employers are strongly encouraged to refer to the Ontario Ministry of Health Guidance Document, which can be found here.

The Emergency registration pathway was created as a result of Bill 106 (the Pandemic and Emergency Preparedness Act, 2022), which can be found here. This bill came into effect in 2022, and made amendments to the Health Professions Procedural Code (find here) under the Regulated Health Professions Act, 1991 (find here).

The Emergency registration pathway was enacted in August of 2023 to allow for the registration of applicants in situations where the normal CMLTO registration processes are significantly interrupted.

Information about which authorities can request or open the emergency class of registration for issuance and renewal are outlined in legislation:

"The Minister must have requested the College to initiate registrations under this class based on the Minister's opinion that emergency circumstances call for it, or the Council must have determined, after taking into account all of the relevant circumstances that impact the ability of applicants to meet the ordinary registration requirements, that there are emergency circumstances, and that it is in the public
interest that the College issue emergency certificates of registration."

The College will notify the public, applicants, and the Ministry of Health when an emergency occurs and the Emergency Class of Registration is available for the issuance and renewal through updates to its website.

A copy of the CMLTO Registration Committee Policy on the Emergency Class of Registration can be found here, with a copy in French available here.

CMLTO staff hosted an informative and engaging webinar on these registration pathways and other registration initiatives. A recording of this webinar is available here. You are also able to access a transcript of the webinar in English. A French copy of the transcript is available here

If you have any questions about these new registration pathways, please contact our Registration Department at registration@cmlto.com.

On behalf of the Canadian Alliance of Medical Laboratory Professionals Regulators (CAMLPR), the CMLTO invites you to provide feedback via survey on entry-level field-of-practice competency profiles for MLTs.

CAMPLR has taken the initiative to further define the practice of MLTs within Canada. The goal of the Flexible Pathways to Registration for Medical Laboratory Technologists project, funded by the Government of Canada, is to implement registration for each field of practice where jurisdictional legislation permits. Future MLT registrants would have fields of practice designated on their registration, allowing them of the distinctive skills and knowledge required in each area of MLT practice.

Field-of-practice registration is designed to enhance the efficiency of registering new members to the MLT workforce. This approach will create pathways for internationally educated MLTs and individuals from non-traditional backgrounds to integrate into the Canadian healthcare system more smoothly.

The development of comprehensive entry-level competency profiles for each field of practice is an essential step in this project. These profiles describe the competencies that an MLT should possess to practice safely and effectively within their respective fields of practice upon their first day of practice as an MLT (i.e., entry-level).

Survey participation involves providing input into the draft entry-level competency profiles for one of the following proposed fields of practice: clinical chemistry, hematology, clinical microbiology, transfusion science, histology, gynecologic cytology, non-gynecologic cytology, cytogenetics, or molecular diagnostics.

The survey should take around 25 minutes to complete. You have the option to save and continue later at your convenience. Kindly complete the survey by Wednesday, November 8, 2023.

The CMLTO Board of Directors met on September 14 & 15 2023 via Zoom. A few highlights from the meetings include:

Validation of CMLTO Ends (Critical Outcomes) Policies for 2024 to 2026/2027
The CMLTO serves the public interest through achievement of the CMLTO Critical Outcomes/Ends Policies, which are developed by the Board of Directors to ensure safe medical laboratory technology practice and high-quality healthcare in Ontario.

The CMLTO Board regularly monitors the achievement of its Ends (Critical Outcomes) Policies through the monitoring reports presented to the Board of Directors, which include data/evidence to demonstrate progress toward achievement of the Ends Policies.

The current Ends Policy direction provided by the CMLTO Board covered the period from 2019 to 2023. At its September meeting, the CMLTO Board approved the CMLTO Ends (Critical Outcomes) Policies for 2024 to 2026 / 2027.

CMLTO By-Law: Special Review for Emergency Class Registration
The Health Professions Procedural Code set out in Schedule 2 to the Regulated Health Professions Act, 1991 (Section 16.3 "Emergency Classes of Registration") mandates all Health Regulatory Colleges to establish a new emergency class of registration.

At its meeting on April 20, 2023, the Board of Directors approved the amendments to the CMLTO's registration requirements, which are defined Ontario Regulation 207/94 (Part 1 – Registration) under the Medical Laboratory Technology Act, 1991. The amendments to the CMLTO Registration Regulation were enacted by the Ministry of Health in August 2023.

At its September meeting, the CMLTO Board approved the proposed amendments to the CMLTO By-Law regarding Emergency Class of Registration and circulation of these revisions to CMLTO Registrants for a minimum of sixty (60) days. Any input received from this consultation will be considered prior to the approval of the revised CMLTO By-Law.

Approval of Two New Board Policies
The CMLTO Board of Directors not only regularly reviews its By-Law and policies to ensure that all CMLTO governance documents are in alignment, current and transparent, but also conducts an ongoing gap analysis to ensure that its By-Law and policies accurately reflect the the direction of the College, match its mission, goals of governance and current legislation in pursuit of public interest.

To that end, the CMLTO Board of Directors approved two new Board Policies at its September meeting:

  1. New Governance Process Policy:
(GP IV-170) Emergency Class of Registration Policy.
(GP IV-170) Emergency Class of Registration Policy is intended to guide the CMLTO Board of Directors in enabling and expediting emergency registration under extraordinary circumstances, which warrant regulatory intervention, pursuant to the CMLTO classes of certificate of registration and registration requirements as outlined in Ontario Regulation 207/94 (Part 1 – Registration) under the Medical Laboratory Technology Act, 1991.
  2. New Executive Limitations Policy:
(EL II-12) Financial Audit and External Auditors Policy
(EL II-12) Financial Audit and Auditors Policy, which outlines the Board's executive risk boundaries for the Registrar and CEO with regards to financial audit and audit related matters, serves as the principal guidance document for the conduct of the financial audit by external auditors and a framework for the assessment of the effectiveness and efficiency of the external auditor.
Modifications to the Board Monitoring or Registrar and CEO Process
The CMLTO Board regularly monitors the achievement of its Ends (Critical Outcomes) Policy and compliance with its Executive Limitations Policies through the monitoring reports presented to the Board of Directors by the Registrar and CEO.

The Registrar and CEO Ends and Executive Limitations Policy monitoring reports, which are intended to provide the Board of Directors with data and evidence to assist it with Registrar & CEO performance assessment, and hence, considered to be a confidential human resources matter, have always been presented to the Board of Directors in closed meetings in accordance with Section 7(2)(d) of the Health Professions Procedural Code, being Schedule 2 of the Regulated Health Professions Act, 1991.

The CMLTO Board is committed to transparency and accountability and supports disclosure of information pertaining to results and progress on Ends (Critical Outcomes) Policy achievement and compliance with the Executive Limitations Policies publicly in pursuit of public interest, even though this information is also used for the assessment of the Registrar and CEO performance.

Therefore, moving forward, Registrar and CEO Ends and Executive Limitations monitoring reports will be presented to the Board of Directors in open Board meetings to demonstrate progress on achievement of Ends (Critical Outcomes) Policies and compliance with Executive Limitations Policies in pursuit of transparency and accountability.

Please click here for further information on the other actions taken by the Board of Directors at its September meeting.

Next CMLTO Board Meetings
The next CMLTO Board meetings will be held on December 11 & 12, 2023.
