THE RESULTS OF THE CALL FOR NOMINATIONS FOR ELECTION TO THE 2024 CMLTO BOARD OF DIRECTORS

Exciting news! The CMLTO will have a full complement of Board Members in 2024, marking the first time since 2011.

In 2023, the CMLTO adopted a refreshed approach to its Board Elections, aiming to proactively prevent and address vacancies in Board Member positions in the electoral districts, specifically the Northern electoral districts, which have been vacant for a considerable period of time.

As a result of the approach, which was designed to ensure representation of the public interest across all Electoral Districts in the regulation of the profession and the strategic direction of the College, all current and upcoming vacancies on the CMLTO Board of Directors have been successfully filled.

We are pleased to announce that, after a decade, the CMLTO will have a full complement of Board Members again in 2024.

The results of the Call for Nominations for Election to the 2024 CMLTO Board of Directors are as follows:

FIRST CALL FOR NOMINATIONS FOR ELECTION TO THE 2024 CMLTO BOARD (Deadline: May 26, 2023)

Pursuant to the CMLTO By-Law / Section 4.4 Election of Board Members, a Call for Nominations for Election to the 2024 CMLTO Board was published in FOCUS and posted on the CMLTO website for the following Electoral Districts:

Regular Election:
District 2
– Central West Region   Term: January 1, 2024 – December 31, 2026
District 4 – Central East Region    Term: January 1, 2024 – December 31, 2026

By-Election:
District 2 – Central West Region    Term: January 1, 2024 – December 31, 2025
District 6 – North-East Region       Term: January 1, 2024 – December 31, 2024
District 7 – North-West Region      Term: January 1, 2024 – December 31, 2024

Electoral District 4 – Central East Region

(Term: January 1, 2024 – December 31, 2026)
Two nominations were received. An online election for the professional CMLTO Board Member position on the Board of Directors in Electoral District 4 – Central East Region started on August 25, 2023, and ended on September 29, 2023.

George Broukhanski is declared elected for a three-year (3) term on the CMLTO Board of Directors commencing January 1, 2024 and ending on December 31, 2026. George has been serving on the CMLTO Board of Directors as a Professional Board Member since January 1, 2018.

Electoral District 6 – North-East Region
(Term: January 1, 2024 – December 31, 2024)
One nomination was received. Jessica McBane is declared elected to the CMLTO Board of Directors by acclamation for the term: January 1, 2024 - December 31, 2024.

Electoral District 7 – North-West Region
(Term: January 1, 2024 – December 31, 2024)
One nomination was received. The candidate was deemed ineligible to stand for election pursuant to the CMLTO By-Law / Section 4.4.5.1 Eligibility to Stand for Election.

SECOND CALL FOR NOMINATIONS FOR ELECTION TO THE 2024 CMLTO BOARD
(Deadline: July 21, 2023)
In accordance with the CMLTO By-Law / Section 4.4 Election of Board Members, a second Call for Nominations for Election to the 2024 CMLTO Board was published in FOCUS and posted on the CMLTO website for the following Electoral Districts, which remained vacant during the first nomination cycle:

One nomination was received. Mary Costantino is declared elected to the CMLTO Board of Directors by acclamation for the term: January 1, 2024 – December 31, 2026. Mary has been serving on the CMLTO Board of Directors as a Professional Board Member since January 1, 2021.

One nomination was received. Shweta Pant is declared elected to the CMLTO Board of Directors by acclamation for the term: January 1, 2024 – December 31, 2025.

One nomination was received. Janette Aaltonen is declared elected the CMLTO Board of Directors by acclamation to for the term: January 1, 2024 – December 31, 2024.

CALL FOR EXPRESSIONS OF INTEREST FOR APPOINTMENT TO THE CMLTO BOARD AS AN ACADEMIC MEMBER
(Deadline: May 26, 2023)
Pursuant to the CMLTO By-Law / Section 4.5 Appointment of Academic Board Member, a call for expressions of interest for appointment to the CMLTO Board as an Academic Member (for the term: January 1, 2024 - December 31, 2026) was published in Issue 1 of FOCUS and posted on our website.

Representation from among the faculty ranks in the composition of the Board of Directors ensures that medical laboratory technology academic/educator perspectives are reflected on the Board of Directors.

Results of the Call for Expressions of Interest
One application was received. Pursuant to the CMLTO By-Law / Section 4.5.7.6 Appointment of the Academic Board Member by Board of Directors, Dr. Lavern Bourne was appointed to the Academic Member Position on the CMLTO Board of Directors by the Board at its meeting on September 14, 2023. Lavern has been serving on the CMLTO Board of Directors as an Academic Member since January 1, 2021.

The CMLTO Board of Directors extends its congratulations to its newly elected and appointed Members!

The CMLTO serves the public interest through achievement of the CMLTO Critical Outcomes/Ends Policies, which are developed by the Board of Directors to ensure safe medical laboratory technology practice and high-quality healthcare in Ontario.

The CMLTO Board regularly monitors the achievement of its Ends (Critical Outcomes) Policies through the monitoring reports presented to the Board of Directors, which include data/evidence to demonstrate progress toward achievement of the Ends Policies.

The current Ends Policy direction provided by the CMLTO Board covered the period from 2019 to 2023. At its September 2023 meeting, the CMLTO Board approved the CMLTO Ends (Critical Outcomes) Policies for 2024 to 2026 / 2027. You can access these Ends Policies here
CALL FOR NON-BOARD COMMITTEE MEMBERS (NBCMs)
The College of Medical Laboratory Technologist of Ontario (CMLTO) has the statutory duty to serve and protect the public by regulating the practice of medical laboratory technology in Ontario.

The Board of Directors is the CMLTO's governing body which is composed of elected and appointed members, who collectively have the authority and accountability for the overall outcomes of the College.

CMLTO Statutory Committees
The CMLTO Board of Directors conducts its various regulatory responsibilities through the following 7 (seven) statutory committees established by Section 10 (1) of the Health Professions Procedural Code being Schedule 2 to the Regulated Health Professions Act (RHPA), 1991:

  1. Executive Committee,
  2. Registration Committee,
  3. Inquiries, Complaints and Reports Committee (ICRC), 
  4. Discipline Committee, 
  5. Fitness to Practise Committee, 
  6. Quality Assurance Committee, and 
  7. Patient Relations Committee 
Roles and Mandates of the CMLTO Statutory Committees
The CMLTO statutory committees, which perform the functions set out in the Regulated Health Professions Act (RHPA), 1991, Medical Laboratory Technology Act, 1991, and the CMLTO By-Law, are composed of Professional and Public Board Members, and Non-Board Committee Members, with the exception of the Executive Committee.

Time Commitment and Renumeration
The number of committee meetings held per year and the time commitment for each committee vary depending on the statutory committee.

Non-Board Committee Members are compensated for their time commitment and reimbursed for their expenses in accordance with the Ministry of Health Renumeration Framework for Public Appointees to the Health Professions Regulatory Bodies (Colleges) under the RHPA.

Appointment of Non-Board Committee Members
The CMLTO Board of Directors, after considering the committee compositions proposed by the Executive Committee, appoints the members of the Committees at its first regular meeting of the year.

The term of a Committee Member is one (1) year commencing immediately after the appointment takes place and expiring when a new Committee Member's term of office begins in accordance with the CMLTO By-Law.

Non-Board Committee Member Application Process
Registrants, who are eligible for appointment to a Statutory Committee as a Non-Board Committee Member pursuant to the CMLTO By-Law / Section 5.4 Committee Appointments, are invited to bring their valuable knowledge, skills and expertise to contribute to both public protection and the long-term growth of the MLT profession.

The applicants should submit the following documents to executiveoffice@cmlto.com by 4:30 p.m. EDT on Friday, October 27, 2023:

  1. A letter of interest to serve as a Non-Board Committee Member, and
  2. Current Curriculum Vitae.

CMLTO staff will be hosting two live webinars to provide an update regarding the pursuit of regulating medical laboratory assistants and technicians in Ontario. These webinars are aimed at medical laboratory assistants and technicians, and will include a historical overview, current state, future directions, and information regarding the CMLTO Voluntary Roster for Registered Medical Laboratory Technicians.

Both webinars will present the same content and are being offered twice to accommodate for differing work schedules of medical laboratory assistants and technicians.

An election for the professional Board Member position on the CMLTO Board of Directors from Electoral District 4 – Central East Region is underway now.

CMLTO Registrants, who are eligible to vote in Electoral District 4, have been notified by email on August 25, 2023 and sent instructions for casting their votes electronically.

Registrants, who believe they are eligible to vote in Electoral District 4 but have not received a notification, should send an email to executiveoffice@cmlto.com

CMLTO encourages all Registrants, who are eligible to vote in Electoral District 4, to exercise their professional responsibility and vote for the candidate who they think will actively and effectively govern in the public interest on the Board of Directors.
