The CMLTO's Annual Registration Renewal for 2024 began on November 1, 2023. Renewal notices were sent by email and post mail to all CMLTO registrants this past October.
The CMLTO acknowledges the vast and devastating impacts of sexual violence. For example, sexual violence impacts 1 in 3 women, and 1 in 8 men in Ontario alone. Unfortunately, the healthcare space is not exempt from sexual misconduct and violence.
As part of its mandate to protect the public, the CMLTO has developed and compiled extensive resources for both members of the public and Medical Laboratory Technologists to provide educational tools and resources about sexual abuse within the medical laboratory space. These resources include:

Following amendments made to the Regulated Health Professions Act, 1991 and the Medical Laboratory Technology Act, 1991, two potential pathways for CMLTO registration were created: the As of Right registration pathway, and the Emergency registration pathway.
The As of Right registration pathway was created to expedite the registration process for interjurisdictional practitioners (i.e., individuals practising as MLTs in another regulated province). These applicants must be registered as Practising, be in good standing with their current regulatory college, and may only work in limited practice settings. Interjurisdictional practitioners are exempt from the restricted title provision which requires MLTs to first be registered with the CMLTO prior to holding themselves out as or working as an MLT.
The following conditions must be met in order to apply for the As of Right registration pathway:

- They will be employed by an Ontario public hospital, the University of Ottawa Heart Institute, or a long-term care home
- They have completed the CMLTO online application process, including payment of the Application Assessment Fee
- They have obtained Professional Liability Insurance (PLI), which covers the services that they will provide in Ontario prior to practising. For more information on the CMLTO's Professional Liability Insurance requirements, click here.
- Lastly, As of Right applicants are required to complete the CMLTO registration process by providing supporting documents within six months. These documents must be submitted in accordance with the CMLTO Submission Guideline, which you can access here / ici.
Employers are required to notify the College when they hire individuals identifying themselves as "As of Right" applicants. Employers are responsible for verifying that their employee meets the registration requirements related to conduct with the regulatory body they are currently registered with.
Interjurisdictional practitioners and employers are strongly encouraged to refer to the Ontario Ministry of Health Guidance Document, which can be found here.
The Emergency registration pathway was created as a result of Bill 106 (the Pandemic and Emergency Preparedness Act, 2022), which can be found here. This bill came into effect in 2022, and made amendments to the Health Professions Procedural Code (find here) under the Regulated Health Professions Act, 1991 (find here).
The Emergency registration pathway was enacted in August of 2023 to allow for the registration of applicants in situations where the normal CMLTO registration processes are significantly interrupted.
Information about which authorities can request or open the emergency class of registration for issuance and renewal are outlined in legislation:
"The Minister must have requested the College to initiate registrations under this class based on the Minister's opinion that emergency circumstances call for it, or the Council must have determined, after taking into account all of the relevant circumstances that impact the ability of applicants to meet the ordinary registration requirements, that there are emergency circumstances, and that it is in the public
interest that the College issue emergency certificates of registration."
The College will notify the public, applicants, and the Ministry of Health when an emergency occurs and the Emergency Class of Registration is available for the issuance and renewal through updates to its website.
Interjurisdictional practitioners and employers are strongly encouraged to refer to the Ontario Ministry of Health Guidance Document, which can be found here.

On behalf of the Canadian Alliance of Medical Laboratory Professionals Regulators (CAMLPR), the CMLTO invites you to provide feedback via survey on entry-level field-of-practice competency profiles for MLTs.
CAMPLR has taken the initiative to further define the practice of MLTs within Canada. The goal of the Flexible Pathways to Registration for Medical Laboratory Technologists project, funded by the Government of Canada, is to implement registration for each field of practice where jurisdictional legislation permits. Future MLT registrants would have fields of practice designated on their registration, allowing them of the distinctive skills and knowledge required in each area of MLT practice.
Field-of-practice registration is designed to enhance the efficiency of registering new members to the MLT workforce. This approach will create pathways for internationally educated MLTs and individuals from non-traditional backgrounds to integrate into the Canadian healthcare system more smoothly.
The development of comprehensive entry-level competency profiles for each field of practice is an essential step in this project. These profiles describe the competencies that an MLT should possess to practice safely and effectively within their respective fields of practice upon their first day of practice as an MLT (i.e., entry-level).
Survey participation involves providing input into the draft entry-level competency profiles for one of the following proposed fields of practice: clinical chemistry, hematology, clinical microbiology, transfusion science, histology, gynecologic cytology, non-gynecologic cytology, cytogenetics, or molecular diagnostics.
The survey should take around 25 minutes to complete. You have the option to save and continue later at your convenience. Kindly complete the survey by Wednesday, November 8, 2023.

The College of Medical Laboratory Technologist of Ontario (CMLTO) has the statutory duty to serve and protect the public by regulating the practice of medical laboratory technology in Ontario.
The Board of Directors is the CMLTO's governing body which is composed of elected and appointed members, who collectively have the authority and accountability for the overall outcomes of the College.
CMLTO Statutory Committees
The CMLTO Board of Directors conducts its various regulatory responsibilities through the following 7 (seven) statutory committees established by Section 10 (1) of the Health Professions Procedural Code being Schedule 2 to the Regulated Health Professions Act (RHPA), 1991:
1. Executive Committee,
2. Registration Committee,
3. Inquiries, Complaints and Reports Committee (ICRC),
4. Discipline Committee,
5. Fitness to Practise Committee,
6. Quality Assurance Committee, and
7. Patient Relations Committee.
Roles and Mandates of the CMLTO Statutory Committees
The CMLTO statutory committees, which perform the functions set out in the Regulated Health Professions Act (RHPA), 1991, Medical Laboratory Technology Act, 1991, and the CMLTO By-Law, are composed of Professional and Public Board Members, and Non-Board Committee Members, with the exception of the Executive Committee.

Time Commitment and Renumeration
The number of committee meetings held per year and the time commitment for each committee vary depending on the statutory committee.
Non-Board Committee Members are compensated for their time commitment and reimbursed for their expenses in accordance with the Ministry of Health Renumeration Framework for Public Appointees to the Health Professions Regulatory Bodies (Colleges) under the RHPA.
Appointment of Non-Board Committee Members
The CMLTO Board of Directors, after considering the committee compositions proposed by the Executive Committee, appoints the members of the Committees at its first regular meeting of the year.
The term of a Committee Member is one (1) year commencing immediately after the appointment takes place and expiring when a new Committee Member's term of office begins in accordance with the CMLTO By-Law.
Non-Board Committee Member Application Process
Registrants, who are eligible for appointment to a Statutory Committee as a Non-Board Committee Member pursuant to the CMLTO By-Law / Section 5.4 Committee Appointments, are invited to bring their valuable knowledge, skills and expertise to contribute to both public protection and the long-term growth of the MLT profession.
The applicants should submit the following documents to executiveoffice@cmlto.com by 4:30 p.m. EDT on Friday, November 10, 2023:
1. A letter of interest to serve as a Non-Board Committee Member, and
2. Current Curriculum Vitae.
