In late 2021, the CMLTO Board expressed an interest in taking a step back and regrouping its efforts in relation to governance modernization. This was done to complement the incremental progression made in the past (e.g. Bylaw changes) in governance modernization, with a desire to move forward a more wholistic agenda of governance modernization.
In 2022, the Board has had the opportunity to discuss potential changes using a principle-based approach. Their work this year has led to a set of Governance Modernization Principles which can be found here.
A longitudinal plan for governance modernization, anchored to these principles, will be developed by the Board in 2023, and beyond. This plan will be released publicly as it is developed and approved to ensure that the public, registrants and all stakeholders understand the Board’s direction transparently.
Feedback regarding the CMLTO Board of Director’s Governance Modernization Principles, and plan are welcome from the public, registrants and stakeholders at any time.

The CMLTO’s Annual Registration Renewal for 2023 began on November 1, 2022. All medical laboratory technologists registered in Ontario must renew their CMLTO registration online by December 31, 2022, at 11:59 p.m. EST.
The Annual Registration Renewal notice, which includes renewal instructions, was sent by postal mail on October 17, 2022. Registrants can start their renewal process by following the link here and carefully following the instructions provided.

Results of the 2022 CMLTO Board Elections
In accordance with CMLTO Consolidated Bylaws S.19, a call for nominations for election to the Board was published in Issue 1 of FOCUS and posted on our website for the following Districts:
Regular elections:
District 2 – Central West Region (Term: Jan 1, 2023 – Dec 31, 2025)
District 3 – Metropolitan Toronto Region (Term: Jan 1, 2023 – Dec 31, 2025)
District 4 – Central East Region (Term: Jan 1, 2023 – Dec 31, 2025)
District 8 – Registrant-at-Large (Term: Jan 1, 2023 – Dec 31, 2025)
Special elections:
District 6 – North East Region (Term: Date elected – Dec 31, 2024)
District 7 – North West Region (Term: Date elected – Dec 31, 2024)
Nomination forms received by deadline:
The following nominations were received by Friday, May 27, 2022, 4:30 p.m.:
District 3 – Metropolitan Toronto Region
Two nominations were received - Rino Bonsignore and Joe Healy.
An online election for the professional CMLTO Board Member position on the Board of Directors in District 3 – Metropolitan Toronto Area started on August 26, 2022, and ended on September 30, 2022.
Rino Bonsignore is declared elected for a three-year (3) term on Board commencing January 1, 2023 and ending on December 31, 2025
District 4 – Central East Region
One nomination was received – Paula Curti. The candidate was deemed eligible for election and, therefore, declared elected by acclamation.
District 8 – Member-at-Large
One nomination was received – Imaya Dharmasri Vithana. The candidate was deemed eligible for election and, therefore, declared elected by acclamation.
By-elections will be held in Districts 2, 6, and 7, where no nominations were received.
The College of Medical Laboratory Technologists of Ontario (CMLTO) has the statutory duty to serve and protect the public by regulating the professional practice of medical laboratory technologists (MLT) in Ontario.
The Board of Directors is the CMLTO’s governing body which is composed of elected Professional and appointed Public Board Members who collectively have the authority and accountability for the overall outcomes of the College.
CMLTO Statutory Committees
The CMLTO Board of Directors conducts its various regulatory responsibilities through the following 7 (seven) statutory committees established by Section 10 (1) of the Health Professions Procedural Code being Schedule 2 to the Regulated Health Professions Act (RHPA), 1991:
- 1. Executive Committee,
- 2. Registration Committee,
- 3. Inquiries, Complaints and Reports Committee (ICRC),
- 4. Discipline Committee,
- 5. Fitness to Practise Committee,
- 6. Quality Assurance Committee, and
- 7. Patient Relations Committee.
Roles and Mandates of the CMLTO Statutory Committees
The CMLTO statutory committees, which perform the functions set out in the Regulated Health Professions Act (RHPA), 1991, Medical Laboratory Technology Act, 1991, and the CMLTO By-Law, are composed of Professional and Public Board Members, and Non-Board Committee Members, with the exception of the Executive Committee.

Time Commitment and Renumeration
The number of committee meetings held per year and the time commitment for each committee vary depending on the statutory committee.
Non-Board Committee Members are compensated for their time commitment and reimbursed for their expenses in accordance with the Ministry of Health Renumeration Framework for Public Appointees to the Health Professions Regulatory Bodies (Colleges) under the RHPA.
Appointment of Non-Board Committee Members
The CMLTO Board of Directors, after considering the Committee compositions proposed by the Executive Committee, appoints the members of the Committees at its first regular meeting of the year.
The term of a Committee Member is one (1) year commencing immediately after the appointment takes place and expiring when a new Committee Member’s term of office begins in accordance with the CMLTO Consolidated By-Laws.
Non-Board Committee Member Application Process
Registrants, who are eligible for appointment to a Statutory Committee as a Non-Board Committee Member pursuant to CMLTO Consolidated By-Laws / Section 29. Appointment of Non-Director Registrants to Committees of the College, are invited to bring their valuable knowledge, skills and expertise to contribute to public protection through self-regulation of the MLT profession.
The applicants should submit the following documents to executiveoffice@cmlto.com by 4:30 p.m. EDT on Friday, October 28, 2022:
- 1. A letter of interest to serve as a Non-Board Committee Member, and
- 2. Current Curriculum Vitae.
